Random aborted takeoffs#121

Pilots sometimes reject takeoff for one reason or another. We can then have to deal with the consequences and taxiing the plane back to terminal

Likely enabled/disabled via a setting for those who want smooth operation

If not a taxi back, atleast a delayed takeoff so the incoming arrivals need to be managed accordingly

This, and same for go-arounds, particularly in adverse conditions like gusting winds or crosswinds, but also occasionally for random events like pilot error. Also make the point at which they initiate a go-around somewhat random, where some will touch & go while others will go-around after floating too long, etc

In extreme weather conditions where a pilot chooses not to take off because of weather would fit ts well

A tug as said in #373 and #403 brings the plane back to the gate If as a serious mechanical issue or a taxi back would prob have to be present for this is be implanted
