Tower can chatter and virtual controllers#364

Hi

Any possibility of adding some virtual chatter in the cab, maybe another controller talking the ground vehicles, other airports etc and perhaps a couple of virtual staff in the cab, some people like the sterile aspect but it seems too quiet, could be a toggle option
