Multiplayer: Add voice command for "Monitor tower on <frequency>#210

Hi there :),

“monitor Tower on <frequency>”

With this, the aircraft stays on the Ground frequency for all taxi instructions (hold position, continue taxi, etc.), while the Pilot automatically listens for the Tower’s runway-crossing clearance. As soon as Tower clears the aircraft to cross, the Pilot can execute that clearance without a manual frequency transfer.

Currently, you must hand the aircraft back to Tower just to get the crossing clearance. Could we make “monitor Tower” available so Ground can manage taxi and still receive Tower’s runway-crossing clearances seamlessly?

Aside from what they’re talking about, even just a “Monitor Tower” would be fantastic if it just switched them to the other frequency, but that aircraft didn’t call up to check in.
