Make the use of 'Heavy' an option#10

In most non-US locations ‘Heavy’ is only required on first contact so having to continually use it is not realistic

Let’s not be lazy. I am fine with it being optional. But if you all want to be a real controller …. you need to be real.

it is not widely used outside the US so it is ‘un-real’ having to use it all the time elsewhere.

@Maitower do real controllers outside the US use ‘Heavy’ every time?
